Could this be asthma?
Basically i used to have inhalers when i lived in manchester, but now i've lived in cornwall for about 6 years, and i never really had bad breathing problems, so doctors put it down to "bad air quality" and pollution around in the busy city. However recently i had been feeling a bit short of breath. Often when i take an average breath, the breath doesn't feel "long enough" it feels like i need to breath in more, but i can't.
Also i find it very heard to breath in swimming pools, i went to watch my brother and sister at their lesson tonight, and has to stand outside the pool area due to not being able to breathe properly. Times like this is when it's worse.
I sometimes get like a "fluttering" feeling around my heart that lasts about 3/4 seconds, and i'm not sure what that is.
Also when i've been running, especially in the cold, i get sort of a pain in the top of my chest near the bottom of my throat and it hurts more to breathe.. is that just generally the cold?
But what i am wondering is, could this be asthma then?

Could be but you need to see your GP for a proper diagnosis.
If you still have inhalers you could try using the blue one and see if it helps, if it does it is probably asthma.
