Some kind of excess of fluid, it sounds like. I'm no doctor, but that sounds serious. Lungs and leg problem, hmmm, does diabetes do that? Keep trying different doctors, someone will figure it out. Good luck.

Sounds like asthma for the breathing, but all I can think of with leg swelling is poor circulation. Actually, that would explain both. Try elevating your legs every time you get the chance and ask your doctor about it. Hope you get better soon!

Without knowing your age, it's hard to tell much here. You didn't say, but did your doctor send you to a cardiologist? Some of your symptoms sound like a very serious condition, such as congestive heart failure. You better keep going to doctors and get a definitive diagnosis and follow their advice to the letter!
