water pipes busted, still have damp carpet, landlord still hasn't taken care of all after a week?
dec 13, water came through ceiling - then hole in ceiling, Living Room, Dining Room, and Bedroom carpet got wet, along with bathroom and kitchen tile.... tried to protect carpet by throwing clothes all over to dry carpet up, catch water with buckets and shut off water, called lease agent who finally returned frantic messages at 11:30 p.m. Plumbers came the next morning - fixed two busted pipes, and some maintenance guys came cleaned up some mess from plumbers and used shop vac to soak up some of the water. Before he left, he told me to move everything and then call the lease agent to arrange to have the carpet cleaned. I did this on Tuesday - left lease agent a message, heard nothing from her, then called again on Wed. She returned my call on Thursday with a number to call to contact the carpet person. I called left a message and then called back on Friday, spoke with a carpet guy who said that they would go to my townhouse on Friday (same day) and that they would clean the carpet. By the time I got home, I found 3 blowers going to apparently dry the carpet. I called to find out when they were returning or what on Friday evening and again, several times on Saturday... no return call. Left message with leasing agent on Sat. Then called emergency number for landlord, left two messages. They called back, seemingly unaware of the entire issue and concerns but tried to be helpful and listen to my concerns. He said that the company with the blowers said that it would take 3 - 5 days to dry out before they could clean the carpet. It's Christmas time, things to do, had to take tree down, move stuff out of the way so they could come in and also to save my things; and can't get to things I need to get to because I had to move things. This is real problem........... how long should I have to wait to have these things taken care of..... it all started on dec 13th an now it's the 18th and the blowers are going to make my electric bill go up and heat bill go up to accommodate the cold air being blown to dry carpets..., my family has allergy and asthma issues, how much more should I have to put up with????

Unfortunate timing on the mess. These things take time to fix, but does seem that the agency is a bit lax in the process. You should be reimbursed for the excess on the electricity bill. Get last years bill from the supplier and request reimbursement from the landlord. The fans are a good thing, as the mold from not having them would really play havoc on the allergies.

You got a long post here and all I can tell you to do:
1. call a carpet cleaner and get an estimate in writing
2. mail a letter by certified return receipt explaining your problem along withe the estimates ( keep copies I'll explain later why)
3. Give him some time ( maybe 48hrs ).
4. If nothing has been done after 48hrs. Call the carpet man that gave you the estimate and get your carpet dry. Be sure that the price they quote you is not going to go over.
5. Pay the carpet man and mail the receipt by certified mail return receipt to the landlord and explain him that you have wasted time and money on the two letter, maybe $ 20.00? Keep a copy of this letter.
6 If he doesn't pay you or give you a discount for the same amount in your next rent payment, file in the nearest court to the landlord's office and show the judge the copies of the letters, receipts, etc

Your landlord is now giving this enough attention. They should either provide temporary lodging elsewhere, or reimburse you for that cost.
The bottom line here is that they should be responsible for any added costs you have, including electricity. Were this not resolvable with them, then you would have a solid case if it had to be resolved legally. I say that.. but a very important element is needed: you need to take pictures, log all your conversations,,, date, time, what was discussed and agreed to. Writing letters of follow up would be helpful. Once the occupancy issue is resolved, then you try to negotiate a settlement with the landlord. Be prepared to show them what you have documented since that will be their que to settle vs not. If you can't make your case in court, the landlord may not have the desire to settle, believing you lack an effective challenge
